opengl 1.3 for ati radeon xpress 1150

My operating system is Vista Home & my video card is ati radeon xpress 1150.
My computer is dell 1501 with sempron 32 bit cpu

I have tried to update my video driver, but it says my driver dated november 2006 is the latest driver.
I am wanting to update to receive OpenGL 1.3 for 3D graphics.

Does anyone know what I should do?

Latest Catalyst Software Suite 9.8, that supported xpress 1150
