Recently, I have purchased the video card this topic is named after off of Ebay in order to give a computer of mine running Windows 98 hardware accelerated graphics. Sure, it had a built in video chip, but games like Half Life have a few software renderer glitches that eventually prevented progression. So I just got what looked like a good cheap card for the era as I was on a budget, and about a week later it arrived. Came with just the card as I expected, but finding drivers turned out to be much harder than I expected. Every VisionTek result in the searches I performed only lead to those awful scam sites which try use fake download links to "provide" you scam ads. Not to mention the actual ATI drivers wouldn't detect the card.
As such, I am reaching out to the community. I don't know how active this place is, but it seemed like the best place for reaching out to people for help involving this sort of thing.
