Provided driver for 1073 USB card doesn't work in Windows 7

Installed card, attempted to load provided driver. No installation specified for Windows 7 (older driver). Downloaded driver from manufacturer with same results. Changed PCI slot location and retried process. USB devices work in existing 1.1 ports. System appears to recognize a card in the slot, but does not call out a driver.
